After reading posts and forums a lot of people having the same issue, speaking directly with Microsoft Support was no help. We tried using the proxy, timezone and windows time method to resolve the issue but no result.
When trying to sign-in using the Microsoft sign-in assistant it did not matter what credentials we used it just straight away displayed the error 800488EB. This lead us to believe that it did not even try to authenticate with Microsoft's Online Services
Norton 360 installs a online protection identity service that intercepts your logon credential when trying to authenticate with Microsoft's Online Services servers. Microsoft see the connection as forged so you are not able to authenticate and activate your subscription based Microsoft Office 2010 Pro Plus. Find and uninstall norton online protection identity service, restart and the sign-in assistant will work.
This error applies to all online identity protection applications.
